A short ball gown cocktail dress in taffeta with a scoop neckline. Belts, hand-made flowers and a bow mark the waist, and the full skirt falls from the empire seam to above the knee. Cut in a scoop, the neckline sits below the collarbone. It works for a cocktail party or a homecoming dance.
